Quick Facts to Remember:
Roof Retro-fit: Removing areas where the insulation is wet, replacing the ineffective insulation and then roofing over the entire system with a cap sheet. This is always more cost effective when possible.
Roof Replacement: Removing all roofing materials down to the structural deck and placing an entirely new roofing system on top.
